Organized Crime
Because everyone has a reasonable baseline quality of life, petty crime is uncommon. Thus, nearly all crime is organized in some fashion. They all have their reasons for doing what they do. Apocalypse thinks the government is evil and people should rule themselves. Flourish thinks that they're saving the world by destroying technology and returning to nature. Gnosis doesn't want to be hindered by science ethics and wants to discover everything about the universe, something they think is impossible with such strict requirements. The mafia thinks of themselves as a business that deals in things the government doesn't want people to have.
In terms of structure, Apocalypse has next to none, Gnosis has very little, Flourish is very organized, and the mafia can be considered a complete organization. This section will be detailing their structures.
Apocalypse
There is no structure. Anywhere. If you asked any member what was going on they'd all give different answers. The only things that they can all agree on, the things that hold them together as an organization, is that the government is nothing more than a vessel for corruption and it shouldn't exist, and that people are strong enough and smart enough to lead themselves. The government is not only bad, it's completely unnecessary. That belief makes their group lack any kind of structure, since they don't believe structures like that in the first place.
Most of Apocalypse's members are very young. Some aren't happy with how their lives are going, some are apprehensive, and others have directly experienced some kind of government corruption. The most blatant kind of corruption is how easily magic users get off if they commit a crime, so several joined to give justice to the people they think deserve it. A lot of them don't know how to fight, so they stick with simply protesting the injustice, but even those aren't inclined to speak out against the vigilante justice or the violence that comes with it. Because of how young most of the members are, some of the more serious and dangerous members can easily manipulate some of the younger ones into doing what they want. Some of the members are more than happy to take advantage of others' naivety, whether it's to get money out of them, or for more ideological purposes. Those are the ones law enforcement is concerned with, and most of the others often get away with only a fine.
Gnosis
Rather than being a cohesive group is more of a shadowy cabal. They rarely speak to each other without something covering their faces, and they tend to use fake names or code names. That said, they rarely meet in person to begin with. One of the more prominent members is skilled with computers, so that person suggested using several different forums and social media accounts using a cipher to disguise what they're talking about to communicate. The only time they meet in person is to share notes and for actual experiments. Most don't know anything about the other members. It's made them less of an organization and more of a small group with similar interests. Everyone is roughly equal, with a few respected members that are particularly good at what they do.
Flourish
The members of Flourish always meet in person, and they meet in the one place no one will ever chase them: Twilight Jungle. It's the one natural place left in the world, and the kind of place the rest of the world should strive to be like. As dangerous as the monsters make it, they believe that it's only a facet of nature trying to fight back against the people destroying it, and if nature no longer has a reason to fight back, its magic will stop being so hostile. In the mean time, they make an effort to hide from the monsters rather than fight them while they have their meetings. Because they meet in the jungle, the vast majority are magic users. It means they can't hit the wasteland as easily, but their attacks against the city are a little bit stronger for it.
Flourish does have an actual leader, two of them actually. A married couple. The woman is soft spoken and gentle with an air about her worthy of a priestess of sorts. The man is louder and very passionate about what they're doing. The woman seems to have a bit more influence because she's more charismatic, and she seems to mostly be using her husband's passionate nature to motivate people in ways she'd have more trouble with. Other than that, the group's small enough that no further hierarchy is needed. The small size also means they're likely to listen to the ideas of the other members, even if they ultimately make the final call.
The New Sumatran Mafia
The mafia has a very strong hierarchy. Unlike the rest, it's not just a small group of people. It's a fully realized organization that's been around for centuries. It's viewed as a family business, albiet a very large family business. They deal in illegal goods and services that people wouldn't be able to get otherwise. This includes things like illegal drugs, weapons and explosives, kidnapping, assassination, and even medical care. They have a large amount of resources, only outdone by the government itself, and are constantly reinvesting in the business. With the abolishment of physical currency and the move to a digital currency, they had to change their tactics in order to continue their business. Now they have a few stores in the commercial and entertainment districts where they sell overpriced luxuries. They're extremely expensive, so their customers can buy them in order to cover the cost of their desired services. They include things like fancy restaurants, soaps and shampoos, paints, and jewelry.
The structure, though deep, is actually pretty straightforward. It's viewed as a family business, so most of the higher ranking members are related. It's been long enough and enough branches of the family have been created that there are dozens of different last names with in that family, but they can all trace their lineage back to the same person. As the business grew, each branch of the family started specializing in different things. One might focus on the production of a specific drug, another on a different one, one on information, and so on and so on, with one branch running the entire thing. The family aspect is considered important enough that, while each leader is able to pick their successor, almost all of them choose one of their children. If one of them die unexpectedly before they could pick one, it's even customary for their oldest child to take over regardless of the situation.
Because of the family aspects, the group is mostly close to each other and are willing to work closely together. There are plenty of disagreements and rivalries, but very little outright hatred and backstabbing. However, this also means that it's difficult for anyone not already part of the family to be anything more than a bodyguard or mook of sorts. They might hire some scientists, they might seek out people with specific skills, but the leadership rarely leaves the family. The only reliable way for someone to get into a leadership position is via marriage. Otherwise they have to be absolutely godlike at what they do in order to get any attention at all.
